Default need some performance help

I baught a 95 Cummins. She dont seem to have much low end power. She has 4in. Turbo back stock turbo pushing 30 psi. Idk what done with the plate of AFC if anything it has air dog system . She doesn't push but 5 psi in first or second gear is that normal? He said the injectors were 450cc witch I think is to big. But im wondering what I should do with injector plate AFC ex. I wanna build boost faster I want alot of low end power and some high end but still get good fuel mileage I i drive highway everyday . Where should I start and what exactly what I should do to gain all my power . All input would be great thanks.

I'm thinking about 3 or 4k gov springs what ones? What valve springs if i need any ? What mods should I do to my AFC what kinda of plate I i run what injectors should I get how can I make my boost come alive in 1st and 2nd gear ? Do I need head studs? I i do a turbo upgrade with all this to or should my stock one be fine? . I really wanna justbuilt alot of low end pulling power but still get good fuel mileage on the highway I i drive it 100 miles a day back and forth to work any input or experience would be nice thanx

Hm. With a stick it should have plenty of ***** off the line.
Boost come alive in 1st and 2nd, well... twins

It doesn't tho that's my problem it dont pick up ND go until I get about half way into 3rd and it finally hits about 15 to 20 psi stops smoking then goes

Idk what all was done with the fuel work but when bi got it it would badly run when cold piping thru gears I had to have the ******* advanced by 12 or 15 the shop said so im not sure where to start or what to do
