Tells him why, but not how to fix it. Would a dealer reflash of the ECM alleviate his issue or is he looking at a new ECM if he doesn't want to live with it?

Maybe, maybe not. Its an idiosyncrasy of the early ECU's. There was a flash that had some success but not every instance.

Would a brand new ECU with the lates flashes for that year truck change anything? Unknown because I know of no one that wanted to drop $2000 to find out.

A lot of times if you put the truck in gear and started to engage the clutch without touching the accelerator the idle dropped right back to normal.

Thanks for the help fellas, but, we checked the ecm by swapping it with one from another running 04. Didn't work, still had the same thing unless the guy that was helping me out by swapping the ecm with his 04 didn't notice that it fixed the idle issue, he said it didn't fix "it". We were trying to figure out another issue with the truck which ended up being loose crossover tubes, but the high idle issue remained. Yes it does idle back down when i slip the clutch and load the motor so the ecm very well may be the case, i will check back with the guy that helped me out.

Nice five dollar word by the way "idiosyncracy"

The ECU is anticipating the load a clutch being released puts on the engine and raises the idle so it doesn't die. The idle up feature doesn't work on the 03's unless you have the right type of speed control and an ECU that has the capability in it. Prior to Dec 3 2003 that feature was not part of the programming. There is a set of TSB's how to read ECU serial numbers, determine whther it will take the flash, and what to replace it with if it won't.

In the end it comes down to having CC control that is a certain type AND the correct ECU\flash combination.
I read a post from a guy that was having the exact same idle issues last year. Was able to email him to find out if he got it fixed and he replied that he put a edge chip on it and the high idle issue went away.
I have a banks six gun I got from a wrecked 05 cummins for $20, I think Ill try it out. What do you think?

Try it and see what happens. If it works its a cheap fix.

My other question is, will just leaving it alone hurt anything?
I do hear and feel in the shifter a slight miss to the idle when its at 1100, not sure what its doing there??
Eventually I was gona put the banks tuner on it anyways, but it is kinda nice to be able to just tap the throttle and it will idle at 1100, and use it sort of like the high idle feature found on other later model trucks.

I assume that is only true for manual tannys.

As long as its not an injector problem doubtful any harm will come from leaving it.
