Sounds to me like it's a fuel pump problem

First clean your battery connections! Remove them all wait a few minutes and clean them ALL! Cummins are great for that!

my brother did but he was pretty vague on what it said he said there was 5 codes but 4 of them had to do with the programer like turbo related codes and the last one was something like low voltage to the ecm or interrupted current or something like that I will have to check with him to get the exact wording. is that what happens if the battery terminals are dirty?

is it getting fuel to the cp3? if not, it's likely the in-tank pump. I don't think the 03 will throw a code for that- the computer is not as savvy as it is on the later models. Cycle your ignition 3 times (without turning all the way to "start") and on the third turn, leave it in the "on" position. That will display any new codes in the odometer window. The connections for mine are at the pump, so you'll need to drop the tank, or lift the bed to access it. good luck!
