I'm posting this here because the turbo came from an 06 Ford F-650 with the 5.9L CR Cummins (ISB250).
Its doing the exact same thing as before the rebuild. It still makes a "woo" sound when loaded, doesn't build any boost and it visibly wobbles when revved in neutral with the vanes closed.
I primed the oil system before firing.
Its getting oil, the oil line flowed 1/4 gallon into a jug through the 1/8" orifice in 5 seconds.
Its draining, I can blow through the turbo's bearings from the supply port.
The intake and exhaust are free flowing, it "woos" and wobbles even without the compressor outlet elbow attached.
Its got new bearings so it can't be worn out already.
Its got a new compressor wheel and all the paint from the eBay seller was cleaned off so it shouldn't be out of balance.
The T3 and GT2256V never had any problems on this engine.
What else could there be? I'm stumped.
