Default Choppy/rough rev down

I've had this issue for a while now. If it's parked and I hit the pedal it revs up smooth but coming back down is really rough. Not sure how to explain it much better? Any guesses as to what I should start checking? The FCA? take it off and shake it for the rattle?

Fuel control actuator. Think it regulates something with the cp3. I was jus naming that cause its easy to take off and check. I'm jus not sure what to check.

Default injectors

If you do a search you might be able to dig up some details but I remember a couple people tracing the problem to the injector(s). I'm sure someone will chime in and set us straight.

Well it didn't solve the problem but seems to be a bit better. It's alot smoother though. Guess it wasn't a total $103 waste.

A local diesel shop told me that when someone brings in a common rail cummins for diagnosis the very first thing he does is romp the go pedal and if the rpm's hang or stutter coming back down it always turns out to be injector issues. This was brought up another time on another forum and the same answer came up there as well.
