Default Long Start Time 2003 Dodge Cummins

I have been fighting this for about a few months now. The truck takes a while to start. I watch my RPMs and as soon as the starter pushes the flywheel at 200 RPMs it fires right up. The cold hasn't been too nice so I plug it in at night, whether it's hot or cold outside it still takes a couple seconds longer than I feel that it should. I recently ordered a new lift pump, I don't trust the stock one and it doesn't hurt to have a better lift pump, and I hope that it helps. Any idea's on what else I could check?
