Just realized we are in the VP Section....
Fuel Pressure Needs to be Min. 10 PSI Volume, I would say atleast 400mL in 10 seconds.
A weak overflow will usually cause pressure to never build and normally are detected after lift pump replacement.
A Cracked Tank Module will cause issues starting occasionally but generally if there is a issue its generally near the lift pump in a factory application. So check your tubing and hoses there.
Connector tube o-rings are the next most common cause I've got the part numbers if you need them.
We use a clear tube at fuel inlet to verify no loss of prime. Then Test the VP-44 as a stand alone, and see if the issue is still present, if so replace the vp.

I wouldn't hesitate for one second calling it a failed injection pump. I would say in 30 Minutes - 1 hour you could have it determined if the pump should be replaced. One additional note, have you cracked injector lines on 1,3,4 and 5 and cranking for 30 seconds and seeing if fuel is present?
