went about 8 miles at idle tach and 30 mph, came back to check fuel pressure and it wouldn't start back up... pressures up over 25 when pump cycles. just got code reader and had a 1688 and 1699 along with a slew of p0### codes. tries to crank but won't keep running

1688 is vp44 related, I know that much. give us the rest of the codes you're seeing. 25psi is a bit high for my liking, that means you could see surges of 27-28psi and that will destroy the pump.

Neither of these codes exist according to my go-to code sheet... are you sure about those? But even if you cleared the 1688, that's mechanical pump failure code, you can't just clear that one. It will come back, and that would also explain your hard starting issue (edit: WHEN WARM). My friend, you need a vp44.

VP44 for sure. Mine did the exact same thing when the pump went out.
