Default wont shift out of 1st and rmps wont go over 2k

i have a 2002 dodge cummins 4x4 automatic. tranny is suppose to be fully billet and only has around 10,000 miles on it. start it up put it in drive and it stays at 2,000 rmps floor boarded in 1st gear running about 15-17 mph. you can let off the gas pedal and get in it again and it does the same thing. At first it would clear up after about 10 seconds or so but the last time we drove it it took 2 miles before ever shifting and once it shifts its fine until you kill the truck. if you kill the truck you have to go threw it all over again, but now it wont shift at all and wont go passed 2k rpms. Took it to the tranny shop and they cant figure out whats wrong with it. all they know is the out put speed sensor is getting voltage but the computer isnt sending it to the govenor pressure sensor. we just put a new computer in it last year and only has 10,000 miles on it also. CODE-P0720

Oh and the tranny shop called today and told me he think its the ECM because there was no voltage or anything to the crank sensor.

HELP PLEASE!

You dont have a lockup switch or anything like that rigged up do you? Also, unhook the edge box and harness and see if that helps, sometimes these boxes can cause wierd stuff to happen.(from experience with an edge gone bad)

Update! Dodge house said it was govenor pressure sensor and transducer took it to my tranny guy he put new ones in and didnt work. So they traced wires from tranny up and found a broke wire. Problem fixed! 95$ wasted at the dumb dodge house.
