My buddy has a 2002 Dodge Cummins and it seems like it is surgeing it doeshave a little horsepower but not alot. He does have the factory exhaust on it so could it be it is all pluged up. But I have heard the same problem on other trucks that have straight pipes. No codes are popping up.

 

Wastegate could be partially stuck open which can lead to surging

 

Does he have a fuel pressure gauge?
