sounds like theres air getting in the system some how i know when i bled my ps pump out the air bubbles would boil out from under the cap and the brakes are run with the ps pump and wont work without ps pump so you might check hoses and such that would be my best educated guess hope this helps

My dad had this trouble on his 1998 24V Cummins and he took it to a place and they said that he was using the wrong power steering fuild. We changed it and it worked fine. I can't remeber what brand they told him to use.

My 99 does the same thing when its super cold (10 and below) just kept filling it up. once it warmed up, problem went away. Dodge isn't known for their power steering pumps

make sure you get all the air out, once ya do the new fluid go lock to lock on the steering with the cap off so the air can get out

Mine does this also. When I replaced the pump last year.. I followed the lock to lock method also, but it still does it. Annoying.

For some reason with Dodges, you have to have the weight off the wheels, when you steer lock to lock, to bleed out the power steering. Otherwise it takes a long time to get the air out. I just recently repaired three trucks and it was the only way to bleed them completely. otherwise the foam came out the pump cap.

Yep, I jacked the front when I did it too, lock to lock several times, and it still pushes fluid out the reservoir.
