Default No power sometimes

I have an 02 Cummins and i have a power problem before the engine warms up completely. The engine starts just fine and from a stop it takes off with all of the power expected of a diesel truck. The problem happens once you have reached speed and let off the throttle. Once you depress the pedal again nothing, almost as if your foot didnt move. This problem doesnt occur once the engine has reach full operating temparture. However I also have a problem once the operating temp is up. Driving at around 45 to 60 mph at a steady pace it will on ocasion loose power for like a half second a couple times in a row. kinda like if i were to let off the throttle a little then back on it repeatedly. This only happens every now and then and pressing on the throttle stops it. Does anyone have a clue what my problem could be?

Sounds like Dead Pedel which means a bad VP44 Injection Pump.
