Default 99 cummins, no codes, no power

Im scratchin my head here. I have a 99 ram 2500 4x4 and auto loaded grandpa pickup. classic vp44 fuel system. She has 150K and apparently has been nothing, but trouble from the get go, im the second legal owner. The one symptom she has is random power loss during acceleration or holding speed. She acts as if she is being governed, but she keeps on slowing down. I have no codes at all, and she does have a new ecm with the latest and greates programming as of 6-1-10. She holds steady at about 6psi fuel preasure all day long. I have put a new "airtex" lift pump and "standard" apps just in case. I have done an ohms resistance test on the apps a few times always reading within spec. I bought the truck with a binder full of reciepts and symptoms that have supposadly been fixed over the years. Everything from three new wiring harnesses, new brain, yada yada yada. Ill admit i need help as this damned pickup is driving me crazy, she has been to four different dealerships in washington and each one said " we dont know". The icing on the cake, her license plate reads CHRSTNE.

Sounds like the classic (dead peddle blues) and its probably the vp44's computer.

As a general rule, dodge dealerships dont know a damn thing about working on a cummins.

that sounds a lot like mine when I bought it. ended up calling Pensacola diesel and did vp44, air dog and +50 hp injectors for around $1600. not a bad deal. not too impressed with the sticks, but for the price I won't complain too loud. by the way, 6 psi is way too low. that will kill that vp44 in no time.

fuel pressure sould be in the 15 range at idle and not below 5 while driving... tps? vp problem?

Does it have low power when the engine is cold and have a hard time shifting out of first?
