You can only have as much air as combustion can drive the charger. If you are short on fuel the charger can not really overbuild boost in a properly matched set up. Now, you can have excessive EGTs from running a turbo outside of its map, or efficiency zone, and the high EGTs are from the excessively hot intake charge at the engine.
The point of the wastegate is to bypass the turbine to control turbine speed and thus, boost pressure, so the charge doesn't overspeed or create too much heat. Overspeeding the charger can cause high EGTs, excessive turbo bearing wear, and ultimately, turbo failure. On an HX 35 we like to see about 36lbs of boost. anything more than that it makes more heat than the intercooler can effectively cope with and you gain nothing. If you need more air than that you need a bigger charger. Use the adjustable boost elbow.
