dead miss and deal pedal... ive tried everything

you got shafted that pump is going out also holley pumps arent designed for that get an air dog or a fass unit

Well I just changed injection pump and still having the dead pedal

There is only 2 things that cause dead pedal...

1. VP44 failing... Doesn't always throw codes...
2. APPS sensor failing but it always throws codes when it fails...

What trans do you have in it??
I had the same crap and it was the speed sensor on my auto trans
I also went through the intire fule system casus of the P216 Now running an air dog 100 with a Blue chip spechal X pump (best ever made) bosh 275 RV sticks, and a new APPS this all helped a ton but not all the dead petal problems till a swaped the speed sensors on the trans???
I have a 99 2500

Its a 6 speed... after changing the tps and the inj pump could it be a wiring issue? Im running out of ideas, could it be the pcm?

Ok I am still having this problem... I changed another injection pump and still have the dead pedal... I even took the pump that was on my truck and put on the other truck and im still having this trouble....could it be a short in the wiring harness??

ECM/PCM Issues, Might also try the VP-44 test box that eliminates the truck from the equation.
All that would be left is APP's and ECM/PCM or a shorted wire. Have you checked the APPS voltage?

To try and help out a bit...

APPS to ECM connection and wiring...


Then VP44 to ECM wiring and connection...


This will help with diagnosing wiring issues...
