I have a 1998.5 cummins i thought i had the 2001 but i don't..I was wondering how many quarts of oil this truck takes?? Also i have the regular adrenline tuner and what one is the fuel economy setting?? Also on level 10 mashed to the floor i have 0 fuel pressure it that normal??

12 qts with the oil filter, not sure on the Adrenaline, and no. The VP44 will burn up faster with 0 fuel pressure, not sure how long it's been doing it but you may have damaged it a little already. Going to need to update the fuel pump before you end up replacing the VP44 which = expensive.
