Default Electrical issues

Hoping someone has some insight into my problem, recently picked up a wrecked 99 24v 5 speed manual. Got it put back together and no crank. Can hear it clicking around the fuse box but no crank. The lights in the cluster are also flashing ie( odometer, airbag,wif ect.) And wait to start light stays on all the time, even when key is out of the ignition. I've tried doing the cluster check but it just says check and won't pull any codes. Just hoping someone can point me in the right direction.

Have you checked the fuses under the hood?

Yes all fuses and relays are fine.

How about the grounds for the batteries? Corrosion is a killer on these vehicles. Also (not saying its possible but just throwing it out) you might want to get the alternator tested for AC noise. AC noise from the alternator fries the electronics. If that is the case you have possibly fired the VP, ECM and PCM.

I've looked over every ground, and cleaned each one I've found. Possible I may have missed one. I was curious if it would be possible for the ECM to have forgotten it's programming from sitting almoat a year with no juice to it. I've not gotten the "NO BUS" indicator but everything I've found seems to point to a fried pcm.

Id check the alternator then for AC noise.

Hello. Since you have a 5 speed manual, have you tried push starting your truck? If it will start by turning on the key and push starting (you may need to activate the glow plugs before push starting), then the issue is in the starter circuit or with the starter itself. You never know what you're getting in a wrecked vehicle. Have you checked the starter wiring?

No I haven't tried to pull start it yet, tried a jump wire to the starter and got it spin the starter but wouldn't engage to turn the engine over.

If the ECM is fried you aren't going to make it to far. Cummins engines don't have glow plugs. They have a grid heater.
