When i start up hot or cold it takes some time i realize when i touch the pedal just a tad it fires instently and on shut down it is really shutting down hard new to this 99 5.9 5 speed cummins please any help is appreciated.

 

What is your fuel pressure?

 

How could i find that out?

 

Since you don't have a fuel pressure gauge in cab. You can get a test gauge and connect it to the inlet of the VP. There is a treaded valve. You want to see more than 10 psi (bosch spec). I personally wouldn't feel comfortable with less than 15. If you still have the stock lift pump I am sure that your pressure drops are pretty big.
