Default HELP SMOG 2001 ram 2500 5.9 cummins turbo diesel

Hi you guys; I've been looking up smog rules in california, and from what I've read, I'm getting info all over the place from people saying all i need is a visual inspection, and things like there is no dynamo test, and things such as there is a dynamo test that revs and watches the smoke clear in under a few seconds. In a nutshell, this is all confusing....heres my situation.

i found out my current 2001 ram 2500 5.9 cummins doesnt have a catalytic converter....looks like ill need to put one on. Further looking into this suggested 49 states excluding California (unfortunately) allow me to put after market converters, around 250-350$ ...meaning ill need OEM parts, in other words a 1200$ catalytic with 200$ labor?

Further reading suggested someone convinced their local dodge dealer to put one of these thing on for free...

I need your help understanding all this??

can i buy a cheap converter and slap it on, then just do a visual inspection with no emissions tests? does dodge owe me a free OEM catalytic???? am i tuck with this 1200$ bill? i also heard about some people getting away with a visual inspection where they only checked for catalytic and EGR (im hoping theres someone in los angeles who does this kind of smog check?)

i guess what it all comes down to is i need an answer that is a cheaper solution than 1200$ anyone with better brains than me, please respond.

this is a bit confusing...this paper says 2002 + mdels dnt need to have an EGR during inspection...where does my truck fall into place with this rule? http://arb.ca.gov/msprog/aftermkt/de...o/D-420-16.pdf

as yu can see in that pdf, it seems theres some diesels exempt....as my truck doesnt have an EGR, will i be forced to put one on?

They didn't start putting cats on dodges until 2004 model I think. Mine doesn't have one either. Our 2001's aren't made with one and don't require one on them.
