have to jump start

This has happened a couple time to me. My 24valve cranks but won't start in the morning. And I have to jump start it.. I know you gotta plug in the block heater in the winter but its mid 40 degrees in may.. is that still cold enough she won't start? Thanks

And it has a check engine light on now Idk if Thts connected or not..

Code is a p1689 .. ecm to pump? Could that have been because I tried to start it when it was cold and she just cranked? And it had been sitting for a week prior..
