radiators and upper hose cold

Default radiators and upper hose cold

what would cause my radiator and upper hose to stay cold? the upper hose is hard so it has pressure. temp gauge reads 190deg too. it is around 20deg here.

Rad and overflow full? Truck has good heat? When it's that cold the truck really doesn't have to flow that much coolant to stay at operating temp unless you are working the **** out of it or have the grill blocked off so the truck makes heat

it has good heat when it gets warmed up which takes awhile. overflow and radiator is full.
