Default 1st Gen overcharging

Need help on a charging issue. I have a 91 1st gen in my 85 F350 ford, wired up the stock rebuilt alternator to a dodge external regulator. I have a 12 volt ignition on wire going to the blue wire on the regulator and then to a field connection on the alt and the green wire from the reg to the other field connection. I have wired this just like the diagrams show and I am getting 27 volts from my big wire that goes to the batt and if I unplug the reg i get 12.4 volt on each wire(blue and green). I tried another voltage reg and even swapped out the alt from my spare 5.9 and same result... The voltage reg is grounded.. What am I missing??????
