Default Runs away for what reason???

I have a cummins 4bt with rotary pump hoping you guys can help me out with. I can barely get it to start, and when it does, it revs like crazy and shuts itself off. What could be going on within the pump that is causing this? I hooked an electric pump up to it and its primed. It also seems as the fuel does not return to tank as it should, only a drip or two, rather than a steady stream at idle or cranking. I took the 12vdc shut off out and checked it, no problem, pulled all injectors and cleaned them, fiddled with throttle while trying to start, only wants to rev like crazy or nothing. The pump is bone stock, still has protective caps in the correct places.
Thanks for any help. Trying to sell this motor and can't if not running properly.

The "shut's itself off" part is what I can't figure out. Clean off or sputtering off?
I'd probably take the plunger out of the shut-off solenoid to make sure that wasn't what was shutting off, but then you might have a runaway engine that wouldn't shut itself off.

There isn't much on a VE that would go from full fuel to shutoff quickly.

I'd have to take the pump top off and have a looksie in it. Sure it's a VE? Do you have a picture of it? Maybe it's a CAV or something.

It dies like its running out of fuel. Its a ve pump, I sell a lot of these motors and this is the only one I have had an issue with. What I do not get is why the fuel is not returning to tank. I used the 12vdc pump and ran the fuel thru backwards and it came out the lift pump, but when running fuel thru the lift pump, nothing out the return to tank. I pulled the banjo bolt out of the ip and nothing came out of it when 12vdc is on so something is wrong inside. Was hoping for some direction on where to look. Thanks for the quick reply.
