90 12 Valve no start
Did you ever look to see if the key was still in the pump timing gear?
Have you also tried to see if it would at least fire off with a quick shot of starting fluid?

Yes the key is still in the timing gear. It would start and then die when starting fluid was used. I wasn't present for that. As for the mech, he is a good one and has done a good amount of work with cummins. This one just has his number i guess. Again, sorry used to deal with small block chevys, Timing chain cover, timing gear cover... all the same for me.
typically white smoke indicates that your pump is out of time. your definately getting some combution because there is black smoke. definately check for a restriction in you intake. sorry i cant be more help but i hope you get it figured out
Could it possibly be some valves stuck closed or open on the valvetrain. Not sure but it might be a good idea to check. Just pull the valve covers off and spin the motor over and make sure all the valves are opening and closing as they should be.
