sounds like the plunger in the shut off solonoid, this is a common problem when you turn up the fuel. you can shut it off bf pulling the lever on the side of the pump back.

Does it "run away" get a 2x6 and a buddy, take the rubber hose to the turbo off. have the buddy stand by the turbo with the 2x6 start truck, snap the throttle and if the RPM hang or try to climb after you let off the throttle use the 2x6 to cover the inlet of the turbo DO NOT USE YOUR HAND YOU WILL LOOSE FINGERS!!!

if it does not run away i would also say shut off solenoid. check to see if you have 12v to it with the key off. if you do its a key switch problem, if you don't the plunger is bad. take it out and put in a new one.

youll probably have to turn the power screw back if you want to keep using the key to shut the engine down... a lot of guys are taking the spring and plunger out of the shut down solenoid and then using a pull-cable to shut them down.

The two are unrelated unless you have a runaway situation which I don't thin k this is.

if he puts in a new shut down solenoid he will want to turn down the pump a little or hes just going to keep ripping the plunger. thats what i was getting at.
