hx35w v-band flange????
for welding cast iron (this is what we do and get very good results)
take the exhaust housing off and preheat to 500 deg and weld with core wire mig (no gas)
start with low settings on first bead and finish with it set up on next level up for wire diameter.
hope it helps.

X2.
The outlet plate is removed via 5 bolts (i may be wrong on the amount). You can then remove the 2001 outlet flange and install one from a WH1C from a 94 or 95 truck. I would imagine that any turbo supplier would have those flanges for a couple of bucks. Next, it will bolt directly up to the downpipe you have, however you will need to cut approx 1 inch out of it and splice it back together. This is how I did our 91.5 shop truck.
