Default Is it turned all the way up or not???

Hello everyone. New 12valve owner here.
I swapped a 91 intercooled 12valve with a ve pump into my 1972 chevy k20.
I was told by the previous owner "it was turned up". But is it really? Can i go more???
Everything is stock (turbo, intercooler, injectors, lift pump, etc).
Air intake heater is removed (warm weather operation only).
Stock automatic 46rh transmission. Stock and clean air filter assembly.
New fuel filter, new 3/8 fuel lines from tank, new inline fuel/water separator.
No tank sock/strainer.
Stock down pipe. Exhaust is 4" straight all the way back to bumper.
Starts instantly hot and cold. Bump the key, and it's running.
Idles great and smooth. Goes down the highway no problem hitting 80mph
Makes 16lbs of boost full throttle.

Tried to find what i could on my own for performance tuning.
Here is what i have so far.
Power screw = unknown (tamper proof cap is gone)
Smoke Screw = turned in 2 turns by me, sits flush with the lock nut.
Star Wheel = all the way in clockwise
Fuel Pin = turned to the max ramp angle.
Timing = unknown. (i do know marks on timing gears are lined up. i did the KPD fix)
Lift pump pressure = unknown (i think its working, was able to use the lever to prime)

Light black puff of smoke on startup.
No smoke normal driving.
Light black smoke on full acceleration until boost comes up, then no smoke.
No smoke at full throttle.
Just got my 1st tank of biodiesel fuel used up. 14.58mpgs is what i got.
4:10 gears 315/75r16 (34.5")tires.
My usage for this truck is to pull a loaded car trailer. About 7k lbs.

Should this thing be smoking more at these settings?
Most info i find says this thing should be pissing everyone off chucking clouds at low boost.
Not my intention. But it makes me think i have a fuel system issue (restriction, injectors, lift pump, injection pump)?
Any tips or tricks would be greatly appreciated. Thanks!

First up would be fuel pressure and exhaust pyro gauges.
Without those you are guessing as to what you need to do.
Guessing the star wheel is off, doubt it needs to be hard one way. Mid point it and adjust to keep smoke to a minimum when hard accelerating.
Do you know what size exhaust housing is on the turbo?
Next would be to wind the power screw in a little but be set up to block a runaway.
16 PSI boost suggests it is not fueling properly or you have leaks in the inlet system.
May wish to look at the stock air cleaner housing and open it up a little as well.
There are a couple of other sites that cover "free" mods to improve these without chucking money at them

whats the truck gonna be used for:? power goals? etc all depends on what your doin with it. a ve pump is only gonna put out so much fuel

-I got my pyrometer hooked up last night. Drove it to work today. Full throttle on a couple long hills it never got over 1000 degrees F. Same if i go full throttle to 80mph. Boost is steady at 16psi at full throttle. Coasting down a long hill or coming to a stop sign, it will drop to 400 degrees.
-The stock turbo exhaust housing is 21cm.
-The stock air cleaner housing is modified to fit my truck, the entire fender facing side is removed along with a bigger notch facing the grill for clearance around the headlight connector.
-Truck is used as a summertime driver. Occasionally will be used to pull a loaded car trailer, about 7000lbs. Have not pulled anything yet. Just got it on the road this summer.
-Power goals are whatever the max stock ve pump adjustments will give me for now.
I've read through the power increase instructions here: Turning up the pre 94 Ram diesel injector pump
multiple times before and after i checked the star wheel, fuel pin, and smoke screw. I did not mess with the power screw since it appeared to be turned.
-I'll have to do some looking and find out how to check the lift pump fuel pressure and see what i have. I image there is a plug/test port i can throw a gauge in?
