Default 1st gen ve pump problems?

Hey guys swapping a 1947 dodge cab onto an 89 model 1st gen cummins trying to get this motor to successfully run for me so far I've got her to runaway on me with too much fuel for some reason so power screw on side was adjusted and I got it to idle for a while but even the slightest bit of throttle and she would die off...I've bypassed filter house and have clean diesel fuel and hard line going right into injection pump no air leaks in or out I have checked timing on motor by pulling cover I have my injection pump also timed with the markings I checked half the valves at TDC and other have 180 off have found no issue when it idled there is no blow by and it fires up almost instantly just won't stay on...any help would be awesome!

Had you done anything to the pump before trying to start it?
Have you had the throttle linkages off? Correct indexing of the lever to pump shaft?
Is the wire to the solenoid securely attached?
