Well, here goes..........If your handy with a die grinder, you can "match-port" your exhaust manifold where it meets to the head, get an aftermarket exhaust manifold, or obtain a turbo blanket and manifold blanket, obtain an aftermarket high-flow air filtering system, and aftermarket intake elbow. These are just a few I can think of right now. I ported my stock exhaust manifold and heat wrapped it as well as wrapping the exhaust turbine housing on the turbo. This helped spooling quite significantly and cut down on lag time. Just tossing it out there.

ditch your current turbo or find a wastegated housing off a 2nd gen. your should have an 18cm housing. which is big. a 2nd gen housing is a 12cm it will spool prolly twice as fast. it will make the same power just faster. also more fuel will light the turbo sooner. ide go turbo first though

Raising the starwheel up will help spool quicker. But the stock turbos are pretty laggy.

only way to spool faster is to change the exhaust housing on the turbo to a smaller cm, as stated above 12 cm. Watch your egt's and that comes from experience.
i've had good luck with a 16cm.
