$200 bucks is a pretty good deal. I would definitely go 16*-16.5*, your stock gasket should be fine!

A while back there was a kit on Ebay for around 200 then you could have timing for life.

I'd do anyones timing for $100. I do the spill port method so it's dead nuts.

Spill port refers to where the fuel "spills" into the barrel. The injection pump is pressurized, up to 300 psi if I remember correctly from the cummins manual. Factory OFV will be removed and a plug installed. While the spill port is open fuel will flow freely through the barrel and out the DV. A dummy injector line bent into a J is installed on #1 delivery valve holder. The engine is rotated clockwise until #1 injector fuel flow slows to a fast drip from the dummy line. 1-3 drips per second. That is considered port closure (beginning of injection pressure increasing) cummins sells degree tape that you stick on the balancer after determining engine TDC by gear marks, valve drop method, or dial indicator reading through the injector hole. The tape is laid on the balancer and a pointer put at 0* after this is done you proceed to measuring spill port. Fast drip should be right around 15* stock, to advance you crack the pump gear loose; back the engine up 90* then rotate CW to remove any backlash in the gear train. Rotate until you reach desired timing amount. Clean pump shaft; seat gear and continue with final torque. If the high pressure fuel pump is available; I think this method is very slick... Pretty much the same thing they do to balance a pump on the bench.
