Default Waste gate question

I have a 97 5.9 I adjusted the star wheel in the pump and it made little difference but I notice that the former owner blocked off the waste gate line should I hook it back up or leave it undone

Hook it back up, get a boost elbow and boost gauge, along with a pyro gauge

Correct me if I'm wrong, but I don't think with a stock turbo and nozzles the op should have anything to worry about in terms of plugging his wastegate.....

your drive pressures are going to be going nuts with the wastegate blocked off. put an elbow on it, adjust it into the 30's and still alow the wastegate to vent some of the drive pressures off so you dont blow your turbo. a boost Tee is cheap.
