No do not do that! You need a flow bench to properly balance the pump. By turning the barrels like that you have no idea what's going on.

Agreed 1000% do not mess with an injection pump unless you have the proper equipment and know what you are doing. the flow bench is the way to do it. it's a precision thing. Would you rebuild an engine with a crescent wrench? Or machine a crank with a hand drill? I would hope not.
