I'm confused as to what you are asking? You say you know it has gov springs but wonder why it governs it's self?

poping can be from a few things, but i would feel safe to say you either don't have enough fuel, OR your timing needs to be advanced.

my truck with stock timing would pop and spit and sputter when free-reved. when kicking it in the rain you don't have a load on the motor like you normally will have, therefore you won't have as much boost as if you were driving on dry asphalt.

with my 370's and 191's i had plenty of fuel with a slight load to spool the turbo when "kicking it" in the rain but my timing being stock it still would pop some. sitting still anything over about 2300 sounded like a SBC with glasspacks. with boost at around 2900 and above it sounded the same.

so i'd first say timing, then fuel, but it could be either....

i have fuel, so my timing must have jumped because it just started to do that i have done this plenty of times first time it started to pop like a sbc with glasspacks

Its most likely timing for sure. In my experience a fuel "pop" didnt seem to be as loud. However im sure it can be in the right situation.

what did you have the timing set at? I would say try maybe 16.5* - 17* timing.....but it depends on your mods
