For the past three weeks the 1996 12 valve engine idles down extremely slowly after I rev engine or come down from driving. Its pain stakingly slow. What has happened here? I assume something with govenor. Is this common issue? What is fix?

Could this be the throttle spring issuse thats on recall?? check that out ! if it is. go to your dodge dealer and have them do all the recalls on your truck for free

 

Is the throttle spring external or internal to the IP pump?

 

There is one on the pivot where the throttle cable hooks to. Another in the gov. assembly.
