get out a multimeter and start testing. you obviously have an electrical problem somewhere. where exactly couldnt tell ya but it sounds to me like the wire that turns the headlights on via the switch is somehow in contact with a constant 12v source.
or if its a reverse circuit that grounds itself to turn on them you could have a short in the ground giving it constant ground therefore enabling the lights to be on all the time. either way your going to need a DVOM to get in there and start testing for ground continuity and a 12v source to the switch

Damn thats what I figured, I was hoping it would be something simple like a relay thats stuck, the funny thing is it was just fine then the truck sat for a couple weeks and the battery was dead (not completley dead just enough it wouldnt turn over more than twice). So I hooked a battery charger up to it and as soon as I flipped the switch to 200 amp start, the headlights came on....now there stuck on
