Default fuel sending unit

quick question...after pulling my sending unit from the fuel tank I noticed that the upper and lower halves slide up and down..is this normal or is it suppose to be tightened so it doesnt move up and down. reason i ask is because there is specific wear marks in which it looks like the screws were tight then worked themselves loose.

thx Twin..I took the sending unit apart to modify it for the draw straw. the screws that hold the halves together have a step under the head so only screw so far in. It is suppose to move up and down. hopefully the 3/8 fitting will be here today so i can finish.
