Default fuel gauge

alright; so the parents truck is falling apart one thing at a time... the fuel gauge has been tempermental from time to time... well its gone of full strike, turn the ky on the needle come just up to the E (bout 8th inch from its non powered position) so, gauge isnt working and fuel light is on... i've read that some guy's gauge quits working but fuel light still comes on when it needs fuel... am i to assume there are two different circuits controlled by the sender? and not that once the fuel gauge gets to a certain point it kicks the light. i haven't had a change to get the multi meter after the wiring, but my dad says the light goes out when the sender is unplugged. does this mean the sender is bad?
