Did Cali go metric?

I got 19.9 first tank 19.5 second tank and 19 somthing on the last tank when I went to daves shop last weekend. here to NE Iowa 600 miles. I get about 16-17 but I tend to smoke some but its hard to get good mpg with this 66/74
