the lower boot on the passenger side (right before the intercooler) likes to cut itself on the sheet metal right beside it when it expands under boost.

94 12valve is talking about the plug you installed to keep the wastegate from operating so the motor can create higher boost. You installed it.

The boost should still be higher than that even if the wastegate was functioning!

Use some soapy water and a spray bottle to find any leaks. Pressurize the system and then spray the soapy water on it and look for bubbles just like checkin gas lines in your house.

Sounds to me like a cracked manifold here. With little or no pressure it only looks like a barely noticeable spider line crack, but with pressure it opens up and makes a gap leaking pressure off. Also be sure to check all the bolts around the manifold and turbo to makes they are tight.

Have you had the intake horn off while messing with fuel plate? I'm sure you have it makes it easier, but the point is what did the gasket look like was it torn? Also I had a leak on mine that gradually got worse. I pressurized the system up to 24 psi I could barely hear it but what I found was the tubing to the guage had rubbed on the some metal wearing along fine crack. i cut the bad part out used a 1/8 compression coupler and made sure there were not bad spots in the tubing. You might want to check your boost guage.
