Default fuel cutoff relay:how to check

my selenoid to cut off feul is not lifting up to help turn the feul supply on.
i have read about checking the wiring harness but am a bit new to electronics diognostics.
i have a volt meter....how do i check the relay?continuity, amperage?do i ground out and look for that from the relay or harness?right off the selenoid or relay?

Good place to find a new one or you could make a fuel shut off pull cable.

If you want to ghetto check it, you can put constant 12 volts to the red wire then just touch the white one. The red is "hold" that holds the solenoid open, white is "pop". Just make sure you don't put constant power to the white wire or you'll fry it. White pulls a lot of amperage to pop it open, red pulls just enough to hold it open.
