You jumper the torque converter clutch relay and run the control to a toggle switch in the cab so that instead of the tranny control module telling the TCC to lock in, you're telling it when. The TCC in a torque converter works like a clutch on a manual transmission by locking the coupling up giving it a 1:1 power transfer. It's just that with a TCC the TCM does all the controlling of the clutch instead of your left foot.
You can lock it in at any speed. So if you're starting from a stop and hit the switch at 15 mph it locks the TCC. This eliminates a lot of the slip from the converter. Eliminating that slippage is what will increase your 0-60 times. The downside is that you have to make sure that you disengage it every time you stop or it'll kill the motor or break some parts and it creates a lot of heat inside the trans.
