Is it normal for the tappet cover to not be flat in the back corner? Do I need to replace it?

I reached back there and the cover seems to be flexible like it's made out of soft plastic. Is there a metal tappet cover located under that plastic piece?

 

Yes there is one behind plastic I ripped that plastic crap right off of mine cover behind it has like 5 bolts that hold it on
