Does it go compleatly threw the rpm range? My heater grid got stuck on and melted the sm, hose that goes from the intake to the afc, I could go 23mph max! So if you can rev out in gear, just low on power I think that is not the issue. But I do think the arm is not traveling on the plate correctly, or stuck! I stumbled across a VERY helpful utube video explaining in detail everything about the bosh p7100! Surch for something along the lines of "how does a p7100 work" I'm sure you can find it! If I remember correctly there is 2 screws on the back, fire wall side of the pump, with the afc off turn the screws one or the other and it raises or lowers the arm ware it touches the plate.
