It heats the fuel to prevent gelling, so that would be a con if removed. Seeing as you are in Texass, I don't think you'll have to worry too much about fuel gelling.

Pros: one less thing to worry about leaking or not working properly.

I removed the fuel heater from my 1st Gen 6 years ago and drove it in sub-zero temps even as low as -20F many times with no fuel problems whatsoever. The fuel heater is a fail safe device intended to save people not smart enough to use a winter fuel additive to prevent gelling. In cases where this becomes an issue and water or moisture is involved, the fuel heater may not do anything for you anyway because the lines freeze up and clog before it even gets to the fuel heater.

nor will the preheater do anything for the quart of fuel in the lines between the lift pump and the injection pump.

 

it will if it circulates via convection principle throughout he system as it is designed to.

 

I read that it was less for preventing the fuel from gelling and more for melting water crystals so the water separator could still function properly and not damage the lift pump. It is right next to the lift pump though so it probably also helps keep liquid fuel going to that.
