Try pressing the manual primer button on the lift pump several times. It should firm up pretty fast if not immediately if it's working and the fuel system is fully primed. If everything is OK, you'll hear the overflow valve relieve the extra fuel out of the injection pump.

I would try cracking the banjo bolt holding the overflow valve on the forward end of the injection pump loose or the bleeder bolt on top of the fuel filter housing (better option) and try pumping the lift pump again. If you get no fuel, you'll need to find out why, as in bad lift pump, clogged filter, no fuel from tank, bad fuel lines under intake manifold, etc.

I had that problem when i first got my truck. it WAS fuel shut off solenoid. BUt it was the RELAY switch. When you turn key to "ON". keep key on and check to see if solinoid is pulled up,,,if not,, pull it up. it should stay open. that will tell me you need a new relay.

i cracked the bleeder valve on top of the fuel filter and it had air bubbles in it i tryed pumping it and eventually no air or fuel was coming out of it also the shut off solenoid does not come up until i crank the starter

From what I have heard and been told about the fuel shut off the only time it does anything is when you start or shut down your truck. I was having hard start as well. I replaced my fuel shut off and block heater and the truck starts great after being plugged in. Being cold it starts and lugs I use to have to throttle it or it would die but now it lugs and stays running on its own. might be a starting point. I dont know much about the pumps but I know that they are super temperamental to air.

if you turn key to "ON" position. soleniod will not pull up. only pulls up when starting, BUT, just pull it up with your finger. it should stay up, if it does.. that part is all set. it's fuel supply problem. did you clean "strainer/heater" under pump? i found mine to be totally gunked up. try that. if it's all clean, you got to start from square one. disconnect line fron pump to see if fuel is even comming out of tank. ( i had a friend who found out crap IN tank, was blocking supply). if line is all clear. it possably could be lift pump.
