Default fuel gauge sender

I just bought a 97 Cummins and the fuel gauge always reads full, but the sending unit is brand new, is the float just sticking or what? And how can I fix it?

could be a fauly sending unit, could be sticky... only way to tell is to open it up and try pushing it down ?

Could be clocked in the tank wrong and the float is hitting the side of the tank
