Your confusing a Blow Off Valve with a Wastegate. They function differently and do different things. A wastegate controls turbine speed(and therefore boost) by bypassing some of the exhaust gases around the turbine wheel. A Blow Off Valve vents Boost pressure to the atmosphere when the throttle is suddenly lifted, resulting in a loss of drive pressure, that would normally make the turbo "Bark".

Rollin, Look on Ebay. If you feel like fabbing up your own setup. Most of the BOV are fairly cheap. THe instead of the fancy electronic controler BD uses, Rig up a line to your exhaust so that DRIVE PRESSURE holds the BOV shut. Then when you let off the throttle and the drive pressure disappears, boost pressure will overcome the spring in the BOV and vent it out there, as opposed to out through the turbo.
