No power, starter won't crank

No power, starter won't crank
Ive been at this for a couple days now. I have an 89 cummins and it died while i was driving the other night, hasn't started since and it won't even crank.
So far i tested my battery, that checked out. I replaced the ignition relay on the left fender wall thinking it might be that, checked my fusible links for power and they all had voltage going through them. I tested a couple wires going to the ignition switch and they had power to so i replaced the ignition switch and nothing.
I took the starter out and had it tested, they said it was seized up, so i replaced it hoping that was it but nothing.
When i turn the key i don't hear the relay click and my radio doesn't come on. I checked the ground and it was tight not to sure if its good or not. Im lost at this point, could it be just a blown link or relay?
