Default 10lbs of boost

i have a 96 12valve cummins the last month i have noticed low power installed gauges and been trying to figure it out i can only get about 10lbs at WOT hammering on it hard i have good fuel pressure at idle and it jumps up when revving idle it does not smoke and i clamped the wastegate with no change

make sure your shutdown solenoid is working correctly. It should be fully up when the engine is running

ok i found some pin holes in my intercooler boots with soap and water today would these be enough to cause my lack of boost

It doesn't take much, but normally a boost leak is accompanied by lots more smoke and higher EGTs. I've had some pretty significant boost leaks though, and never lost more than 5psi off the top. Way more significant than some pin holes. I don't know what your issue is, but I think it's something else.

well i have good fuel pressure to the IP and only have those leaks wired the WG shut and still cant get over 10 lbs of boost no smoke either and highest my egts get are 1000 im at a loss this truck used to pull uphill with a good load on 70mph with the cruise set and not lose a mph now im lucky if im doing 55 by the top could it be the IP timing slipped

also i have noticed some hard starting where i have to hit the gas and rev it a bit to keep it running now for a few sec then after that it starts fine, air in fuel lines? would this cause my lack of fuel to make lack of boost

This is what you need to check ^^^^^^. Everything your describing can be caused by the shutdown solenoid.
