96 running rough

Hey guys a buddy has a 96 7.3. It will start and it will idle at about 500 rpm. If you put the pedal to the floor it wont go over 2k rpm there is just no balls. No white smoke or any smoke at all out of the pipe. Oil recently changed. Has good fuel in it. HPOP resevoir is full. Fuel filter isnt the best but it still doesnt run right with no filter in it at all. I unplugged the icp to reset it. Check engine light is on but I dont have access to a good scanner. Anybody got any ideas?
